I think there are no pencil factories in Spain. There used to be a few in the past, but they source the production to China or elsewhere now.
Look for Milan, Alpino or Alpino-Junior if you want to try out local brands.
Milan is (deservedly) famous for their erasers, but now they also sell pencils, markers, pens and other materials.

I think you are right…I am also keeping my eyes open for Viarco (Portugal). I am happy to try any makes that are not readily available in Alaska, and the Staedtler Noris etc. seem to be prevalent.

The only problem I’m having is finding them. Granted my first pencil specific outing was attempted at 2pm — e.g. when all shops close for siesta, oops. But so far it seems that papelerias and grocery stores dont carry many pencils. The best I’ve been able to do was an asian import store that carried some obscure, cheap Chinese ones.
